18世纪初，法国思想家圣皮埃尔提出了“欧洲永久和平计划”，该计划尝试借助制度联盟、集体安全、强制仲裁以及经济互依等一系列举措，替代以战争为手段的权力政治。进入21世纪，中国提出“人类命运共同体”，强调通过平等协商、合作共安、共赢发展、文明互鉴以及绿色共生等路径，协调国家利益与全球公共利益之间的矛盾。研究表明，尽管二者在反对强权、倡导理性及追求和平方面存在着共通旨趣，但在权威来源、主体范围、问题维度和文明基础上差异显著:前者偏向区域性的制度蓝图，后者则是面向全人类的全球伦理框架。该比较揭示了和平理念从启蒙理性向全球伦理的演进路径，也凸显了非西方和平思想在当代国际关系理论中的重新定位与理论意义。
Abstract：At the beginning of the 18 th century,the French philosopher Abbé de Saint-Pierre proposed“Project for Perpetual Peace in Europe”,seeking to replace war-based power politics with institutionalized union,collective security,compulsory arbitration,and economic interdependence. In the 21 st century,China introduced the vision of a “Community with a Shared Future for Mankind” emphasizing the need to reconcile tensions between national interests and global public interests through equal consultation,cooperative security,win-win development,mutual learning among civilizations,and ecological coexistence. A comparative analysis indicates that while both frameworks converge in opposing hegemonism,promoting rationality,and pursuing enduring peace,they diverge markedly in sources of authority,the scope of actors,issue areas,and civilizational-normative underpinnings: the former takes the form of a regional institutional blueprint,whereas the latter articulates a global ethical framework for all humanity. This comparative analysis traces an evolution in peace thinking from Enlightenment rationality to global ethics and underscores the theoretical implications of nonWestern peace paradigms in contemporary international relations theory.
